How to reproduce: 
call "New Wizard" by <Ctrl>-N,
Now select any template from the bottom of list ("XML and DTD" for example)
now press <Alt>-T. Focus will go to "Template Description" which is not 
editable field and selection in "Select a Template" will move to unvisible at 
this moment node "Templates". It should not leave node "XML and DTD"

It is expected behaviour, especially for Accessibility is necessary to
focus all components which provide some informations.
