The XML layer of the core was already divided into new core modules, however
the resource bundle in the core still contains all the keys. The keys should 
be divided into separate resource bundles in the new modules.

Let's not forget other things. E.g. I found that Templates/Mount/ is
in core-ui.jar yet its *.html descriptions are in core.jar!

Some fixes done as part of issue #19443. Still a number of resource
bundle strings that are in the wrong place, however. Can't promise to
clean up for 4.0 due to time constraints.
