Product Version = NetBeans IDE 7.1 (Build 201112071828)
Operating System = Mac OS X version 10.7.3 running on x86_64
Java; VM; Vendor = 1.6.0_29
Runtime = Java HotSpot(TM) 64-Bit Server VM 20.4-b02-402

Right-clicking on a file or folder in the Files list does not offer an Upload menu item.  Further, I can't see an Upload interface widget anywhere in the interface.

Currently the only way to upload is to set the Project Run Configuration to "Upload Files: On Save", which can be dangerous, and, it discourages frequent saves, also dangerous.  

Some google-ing suggested the the Upload menu item disappeared recently from the right click menu.  Being a new Netbeans user, I can't confirm that.

Yes, this is intentional. Upload and Download actions are available on files and folders in the Projects view.
