By default (on 7.1) Options > Fonts & Colors > Syntax > Lang Java > JavadocIdentifier Foreground: BLACK!
Like I use customization based on City Lights profile , I cant see the Javadoc, so I change this foreground to Inherited (which is GRAY), press Ok and the changes do effect but when I close the IDE this config back againt to BLACK
