How to reproduce:
Mount some VCS file system which is in "/tmp/vcs". Its name will be "VCS /tmp/vcs".
Exit NB
Delete "/tmp/vcs" directory.
Start NB
OK - Error dialog is shown.
ERROR - All actions on VCS file systems are enabled (also New action).
Name of VCS file system is still "VCS /tmp/vcs".
So valid and invalid VCS file systems are not distinguished.

Solution: Change name of invalid VCS file system node similarly to local file
system (for example: "Invalid VCS /tmp/vcs")

Actually fixed in 4.0, the filesystem is not visible anywhere but in
Versioning Manager. It's not invalidated.
