Action 'add > Entity Reference' is missing on #element: node.

It is as designed. XML should attached DTD to provide 'add > Entity
Reference' action on element node. You can reopen it as enhancement
with comment, that you cannot add character references now.

Are there any reasonable reasons why I cannot add e.g &
into XML without DTD. I think not.

Currently, it is as designed. I agree, it make sense to provide 'add >
Character Reference' action. Changed to enhancement.

Target milestone was changed from 'not determined' to TBD.

XML tree editor is not part of NetBeans since 3.5 version. No plans to bring it
back.
