There is possibility to show guided style for New Bug Entry :
http://netbeans.org/bugzilla/enter_bug.cgi?product=php&format=guided

It looks pretty good, so I would like to ask you to provide Guided style as default, but there should be also a way to use 'the current one' for more experienced users (especially team members).
