1. Install Oracle Cloud plugins
2. Register the cloud (using the default values)
3. After finishing, go to Services window

You see that the Cloud node contains the Oracle Cloud subnode, but the Servers node is empty.

The workaround is to refresh the Oracle Cloud node, then the server appears.

Not a part of the 7.1 release => NO71 keyword.

I cannot reproduce this - it looks to me like some step is missing to get the IDE into the state you are describing. Attached log does not seem to be related - exception from desrialization of TopComponent should not happen as LogsComponent is not persistable.
