Steps to reproduce:
- install NB 7.0.1 (Build 201107282000) from All bundle
   - during installation check to install Apache Tomcat
- run NB 7.0.1
- create new Java Web project and select Apache Tomcat server for it
- run NB 7.1 (all bundle "installed" from "OS Independet Zip")
- during the start up, select to import settings from previous version of NetBeans (7.0 is offered)
- in NB 7.1, create new Java Web project
=> Apache Tomcat is not imported, only GlassFish is
