I saw this request was originally filed under Bug 182396 and resolved as a "won't fix" stating that even MS Word later than the 2003 version doesn't even support this feature.

Well, MS Word is an app and may not need the feature. However, Netbeans Platform is a framework used for a variety of purposes that the authors may not envision. Comparing a framework and an application is an invalid reason for dropping the issue.

Look at tools like Paint.Net and other types of apps that are more along the line of graphical editors. If all the toolbars needed during an edit sesion were opened at the top of the window this app it would become very crowded and confusing indeed. 

There is a need for detachable/"always on top" toolbars.
