The custom scope dialog, found in Find Usages and Inspect and Transform, only shows java files and packages. As references to java elements can also be found in non-java files, this needs to be extended to allow to include/exclude them from the scope.

Report from old NetBeans version. Due to code changes since it was reported likely not reproducible now. Feel free to reopen if happens in 8.0.2 or 8.1.
