Rework the options grouping so that it makes a little sense.

* 3.4 - Reorganize all properties and groups for coherent structure and
discoverability.
* 3.4 - Add a search function
* 3.4 - Reduce the number of options.
* 3.4,4.0 - Move some functionality into editors or Wizards.

I know Tim had some ideas for this and in fact a working demo for the
first point, reorganization of properties and groups for discoverability.

for details and issue 18983.  The source code to the prototype is
attached to the bug report, and I'd be happy to go over it with
someone.  I think some changes at the end of the 3.3.1 cycle broke the
current binary (it was designed to gracefully handle missing/moved
options, but I didn't test it heavily - simple to fix).

BTW, it appears that the SIM module also borrowed the PropRef class
that is the core property lookup functionality in it..
