There is Edit option for Libraries entries however in fact it allows only to edit sources and javadoc paths. Usually you're interested in fixing classpath of the particular JAR/Folder instance and this is not allowed.

Operating System = Windows 7 version 6.1 running on x86

The Library is added to project as a reference.
When you add the Library to the project only the reference to it is added.
If you want click the Edit button the Library Customizer for given Library is opened.
In this Customizer you can edit classpath, sources and javadoc.

Even the Library Customizer doesn't allow to edit particular classpath entry, only to add a new one. But this is a separate issue.

The problem I mentioned is actually about JAR/Folder elements.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
