Add a new tag to a tag library.  Change some of the values away from the 
defaults and then click "close".  There is no confirmation, so your changes are 
automatically discarded.

We could check to see if the user has made any
changes to the information in the dialog, and
if so, put up a (do you really want to discard)
dialog. That wouldn't be too difficult.

Both taglib and tag functionality was changed.
(replaced by tag handler wizard feature)

The Add tag action was removed from 4.0.
