There are currently no Maven modules available for NetBeans Platform 7.1 Beta
on http://bits.netbeans.org/maven2. 

e.g. http://bits.netbeans.org/maven2/org/netbeans/api/org-netbeans-api-java

The artifacts are already available.

Artifacts for the Maven repo are generally published soon after the IDE release is announced.
