The first chapter in NB help is called Getting started, but there is nothing.

Which distribution of NetBeans have you installed? Links to the Process page for each technology (Java, Web Services, etc) are added dynamically to the Getting Started section if the technology support is installed.
There was no PHP process page so the Getting Started section will be empty if you have only PHP installed. This has already been fixed for 7.1 but was fixed too late to be in 7.0.1.

I see. I installed the full-distro, but I didn't create any project, so no modules were activated.

On the other hand,if no modules are activated, Getting Started could contain some information about NB at all.

The Getting Started item in the TOC is actually a bucket and not linked to a topic. It renders as a topic in Javahelp when the TOC item contains no elements such as occurs if no modules other than the default usersguide module are installed because the topics that would normally appear under Getting Started are located in other modules.

I have added a link to the default javahelp welcome page which is located in the usersguide module under the Getting Started bucket. Getting Started should now be displayed as a bucket with one topic. After the user activates other modules, other topics will now appear listed below the welcome page topic under the Getting Started bucket. 

For the most part, this should resolve the corner case where a user opens javahelp before actually activating any other modules.
