Steps to reproduce:
- install PHP bundle (2011-07-21_13-57-19)
- create PHP project, run the project
- upgrade to All distribution :
  - go to Tools | Plugins, select tab 'Settings'
  - disable : 'Certified Plugins' and 'Plugins Portal'
  - select tab 'Available Plugins' and Select All plugins
  - push Install

After restart, error is shown (see attached files), If I select Disable modules and continues, previous project is not listed anymore and I cannot create new project of any type.

Product Version: NetBeans IDE 7.0.1 (Build 201107211357)
Java: 1.7.0; Java HotSpot(TM) Client VM 21.0-b17
System: Windows XP version 5.1 running on x86; Cp1252; en_US (nb)

I'm able to reproduce it. I if go to Tools|Plugins|Installed, there are 41 plugins installed, but not activated. If I try to activate them all, activation fails with message "Not all requested modules can be enabled".

Java: 1.6.0_26; Java HotSpot(TM) Client VM 20.1-b02
System: Linux version 2.6.38-10-generic running on i386; UTF-8; en_US (nb)

Reproducible on Ubuntu 11.04 with JDK1.6 . I tried to reproduce this bug even with J2SE bundle, but everything goes fine.
