Several actions on the Debug (full) toolbar don't seem commonly relevant when one is already in the debugging workspace.
For instance, I would assume most people don't do multisession debugging, so having the Start and Attach actions on the Debug (full) toolbar seems 
like it is using space unnecessarily (it would probably be more useful to have the go to calling/called method actions on the toolbar).

Since we can toggle a breakpoint directly in the source editor, I'm not sure the "toggle breakpoint" action is very useful in the toolbar any longer either.

Would it be possible to remove these three actions?

No longer an issue.  Dealt with in the menu and toolbar redesign for 3.4
