Product Version = NetBeans IDE 7.0 (Build 201104080000)
Operating System = Linux version 2.6.32-32-generic running on i386
Java; VM; Vendor = 1.6.0_24
Runtime = Java HotSpot(TM) Client VM 19.1-b02

Go to http://netbeans.org/downloads/index.html (from russian ip), select Language IDE as English;
Click "download" button for PHP version;
Script redirects me to http://netbeans.org/downloads/start.html?platform=linux&lang=en&option=php, downloading was sucessfull (just like install), but I've got IDE with russian interface

This is not a bug. NetBeans you installed is multilingual and it automatically uses the system default language as the default user interface language. To switch to english you can do the following:

1. Add "--locale en:US" at the end of Netbeans startup command. 

2. Go to Netbeans installation directory. 
Add "-J-Duser.language=en -J-Duser.region=US" to the end of "netbeans_default_options" line in etc/netbeans.conf file
