If you call "Debug File" action on servlet, it just runs the servlet but debugger is not started. To reproduce:

- create Java Web Application
- create new servlet
- right click in editor and choose "Debug File". Servlet is opened in browser but server is not started in debug mode and debugger is not attached.

Product Version: NetBeans IDE 7.0.1 RC1 (Build 201106202100)
Java: 1.7.0-ea; Java HotSpot(TM) Client VM 21.0-b15
System: Windows XP version 5.1 running on x86; Cp1250; en_US (nb)

I just tested this and it works fine on:

Product Version: NetBeans IDE Dev (Build 20120412-9eb622838cd5)
Java: 1.6.0_26; Java HotSpot(TM) 64-Bit Server VM 20.1-b02
System: Linux version 3.0.0-17-generic running on amd64; UTF-8; en_NZ (nb)
