Given:
- windows ansi cp is configured to 1251 (cyrillic)
- Netbeans language selection in download section is English. This is confirmed by download web page (it says: NetBeans 7.0 Java SE Installer for Windows/English)

Once Netbeans is installed it runs with UI resources fully in Russian language

Even with -locale en:US command line switch some of the resources are still in Russian

Thank you for filing issue.

Please refer the following wiki. We need to remove user directory before
switching IDE language.
