On the plugin admin page (where the plugin author can modify the properties of a plugin, upload a new version etc.), there is no possibility to request verification of a plugin if it is not signed. That's expected, but there is also no indication *why* it can not be verified, so the plugin author has no way to find out that it needs to be signed. Clear information on the verification process should always be displayed, with the explanation why it is not available, and a link to the plugin signing HOWTO document.
Yes, it's not available on the plugin edit page but it's not a regression from Plugin Portal 1.4. Such information is however available on the plugin details page e.g. [1] - see "Plugin is not signed therefore cannot be verified" text but still there is no link to "How to sign a plugin" FAQ [2]. I think it should be on both.
In curent version deployed, you can request verification only from plugin detail page and in case it is not signed, it tells that and also show link to signing faq wiki page
