1) start NetBeans 6.9.1
2) create a dummy project (any name)
3) rename project (any new name) INCLUDING project directory
(such that the project disappears and reappears
4) observe that the package or class refactoring option in
the context menu is replaced by JUST basic rename

The problem is avoided by reopening the project

PS: since NetBeans 6.9 there should be a category dedicated
    for Project Tree View :)

This bug seems to be a duplicate indeed,
however if bug 194046 is fixed, my IDE is up-to-date
and bug persists...

Bug #194046 is fixed in 7.0 development builds, not 6.9.
