View hierarchy should handle properly document updates when constructed over a portion of a document.
Fix of issue 196734 stabilizes situation for fold tooltip view and this issue should cover an extension of that fix.
It needs to cover case when e.g. a newline where the portion ends is removed so at best a NewlineView should act artifically even when there's no underlying newline character.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
