Steps to reproduce:
- New -> Local Directory
-> "Help" button isn't present
- Back -> Next
-> for the same dialog , now "Help" button presents

correction - first step is :
- Mount -> Local Directory

no help button because there is no help available for that step.  So
this is not a bug.  However I agree with the argument made in issue
20258: Help button should always be there even though it can be disabled.

Making this bug a duplicate of issue 20258

Only for specification, it is still present in [orion] , but it seems
like it's fixed in [trunk].
