The "this layer in context" node in NB6.9.1 shows the entries of modules that were not included as platform modules.

For example I created a NetBeans Platform Application then from the suite module's properties I removed all debugger modules. But expanding a <this layer in context> node in one of my suite's modules, I see entries like Toolbars/Debug/org-netbeans-modules-debugger-ui-actions-ContinueAction.shadow even if it is declared in org.netbeans.spi.debugger.ui/1 module, that I just excluded from suite platform.

This is happening almost all the times, but sometimes it happened I was able to see no Toolbaars/Debug entries...

(If it could help: I'm including another suite as a clusters importing its modules as platform modules.)

Seems reproducible even without a subsuite. I just made an app suite, which excludes Auto Update Services & UI, and added a module with a layer; Menu Bar > Tools > Plugins appears, incorrectly.
