Use-case:

1. Create web application
2. Deploy it to local catalina home directory
3. after checking your local copy of catalina home, you should see ^Ms within tomcat-users.xml file even thou system is Mac OS X

Need to know exact version of tomcat. I don't think NetBeans does this.
