Example:
Create a fresh panel.
Set its layout to GridBagLayout.
Add at least 3 Labels.
Add at least 3 Textfields.
Right click on the panel and choose "Change Order...".
Change the order so that the labels and the textfields alternate (label1,
textfield1, label2, textfield2, ...).
Press "OK".
See the mess. Cry in vain.

It will get worse with more complex forms...

This is the same as issue 19336. Already fixed. Thanks for report.

Wow, this was close!
I noticed the bug in todays RC1. And it is already fixed!? Crazy world
out there ;o)

This was found a few days sooner (and fixed in dev trunk), but 
approved and integrated today (for 3.3.1).
