Help-->Check for updates will not connect, with a valid and functioning internet connection. Tried Options-->General-->Proxy Settings--> No Proxy Proxy Seettings--> Use System Proxy Settings. This same error appears to also affect obtaining Plug-Ins. Firewall is open to Netbeans, and would produce dialog if there was a problem.
Check for updates displays Netbeans IDE Installer Dialog A progress bar updates the bottom and after reaching completion it says: Check for updates: Check your network connection, verify that your proxy settings are configured correctly in the NetBeans IDE, or try again later.

Not sure what the issue you are facing is. Please do not reopen really old bugs that have been long resolved.
