In the plugins dialog accessed from the Tools menu, the Installed and Available
plugins lists are initially empty until the list is sorted.

Steps to reproduce:

* Start build 201011300001 with a clean user folder.
* Access the plugins dialog from the Tools menu.
* Choose the Installed tab.
* The list is initially empty, even though the tab title indicates that there
are 24 modules. (See screenshot1.jpg.)
* Now sort the table by either name or category by clicking on the heading. The
list of modules appears. (See screenshot2.jpg.)
