This Bugzilla instance is a read-only archive of historic NetBeans bug reports. To report a bug in NetBeans please follow the project's instructions for reporting issues.
Also note that there is another bug/annoyance with projects which store libraries with the project settings. I have noticed that once you add a library to such a project (new library, not jar), you can never delete the library itself. You can remove it from the project, but it's entry stays in the list of libraries you have added in the past. This isn't a big deal for now, but i would request fixing it in the next release of NetBeans as frequently changing projects will result in needless file bloating. The only workaround (which i haven't tried yet) but i'm confident would work is to modify the project settings manually, though this is not desirable.
