The following behaviour is common to both the IDE and the RCP applications (.. of course) on Solaris 10 using JDS. Whenever the primary window is not maximized, the full screen action caused the primary windows to be dimensioned not taking in consideration the JDS panel. As result, the menus are cut off in the upper part. If the primary window is maximized before the full screen action, the behaviour is correct.

This bug is related to Bug 204083, will check defining -J-Dapple.laf.useScreenMenuBar=false
Still present in 7.1, tried with both -J-Dapple.laf.useScreenMenuBar false and true.
