On the setup wizard modules listings (or in options =>ide config
                  =>system=>modules,
                  the words User Utilities and the long description, does not
come
                  from bundle file when ide run in ja locale with translated
                  messages.

                  I think this is because value of localizing bundle not in the
                  manifest file that points to the bundle file - see the
                  http://www.netbeans.org/i18n/manifest-i18n.html.
(The message is in the bundle, but it is not being found)

Utilities' module manifest use bundle file. But there is no
Bundle_ja.properties file.
