Even with english locale, the Service window is showed as "Serviços". See the screenshot attached.

Thank you for finding the problem.

It seems that you once started NetBeans in another language. Please refresh (delete) NetBeans user directory (http://wiki.netbeans.org/FaqWhatIsUserdir).
We understand that we need to remove the user directory before switching language.
