To reproduce,

1. select Tools -> select Setup Wizard
2. click Next button on Setup Wizard dialog to display Text Editor Preference

The Text Editor Preference is not in Japanese. (I will attach the image as
image1.gif.)
The properties on Text Editor Preference comes from 
org/netbeans/modules/externaleditor/editorchooser/Bundle.properties file.
But we do not have the file in NetBeans 3.3 L10N Kit.
