I was trying to use the "Report A Problem" dialog, and kept getting "Username or password is wrong" with what I knew was the correct password. I then replaced the '+' character in the password with '%2b' and it worked. This strongly suggests that the entered password is not be URLEncoded before being sent to server but needs to be.

I can confirm this, passwords with '&' don't work.

By the way, should I update the 'Version' field to the last affected version? Or does this field reflect the first version the bug was found in?
