Yes, this is not the first case we are hearing about such problem. The same issue applies to Statusline Clock plugin [1] too. We tried to re-publish the binary but to no avail. We are looking into this. Thanks for your report Robert! [1] http://plugins.netbeans.org/PluginPortal/faces/PluginDetailPage.jsp?pluginid=26412
Another plugin with the same problem is Format Files [1]. [1] http://plugins.netbeans.org/PluginPortal/faces/PluginDetailPage.jsp?pluginid=18365
Increasing priority to reflect impact of this unpleasant bug.
Another not downloadable plugin is: Plugin Portal Update Center [1]. [1] http://plugins.netbeans.org/PluginPortal/faces/PluginDetailPage.jsp?pluginid=1616
Until this issue gets fixed properly here is a temporary workaround: 1. Visit an online listing [1] of all plugins available on the Plugin Portal. 2. Use Ctrl+F shortcut to find your desired plugin. 3. Right click its name URL and choose "Save Link As..." from popup menu to download it. 4. Follow [2] to manually install the plugin. 5. Enjoy! :-) [1] http://www.netbeans.info/uc/show_uc_content.php?ucurl=http://plugins.netbeans.org/nbpluginportal/files/nbms/pluginportal-update-center.xml [2] http://wiki.netbeans.org/FaqPluginInstall
Another plugin with the same problem is PHP-GTK Code Hint [1]. [1] http://plugins.netbeans.org/PluginPortal/faces/PluginDetailPage.jsp?pluginid=30643

I looked for the word Format, Files, and even its ID 18365. All yielded nothing [1]: http://plugins.netbeans.org/PluginPortal/faces/PluginDetailPage.jsp?pluginid=18365 [2]: http://plugins.netbeans.org/nbpluginportal/files/nbms/
I don't understand why clicking http://www.netbeans.info/uc/show_uc_content.php?ucurl=http://plugins.netbeans.org/nbpluginportal/files/nbms/pluginportal-update-center.xml does not show you anything, because it works for me. Anyway the Format Files plugin's direct download URL is this: http://plugins.netbeans.org/nbpluginportal/files/nbms/1276871110641_org-netbeans-modules-formatmany-6.9.nbm
Drag-And-Drop plugin also affected: http://plugins.netbeans.org/PluginPortal/faces/PluginDetailPage.jsp?pluginid=18 Downloadable URL: http://plugins.netbeans.org/nbpluginportal/files/nbms/ramos-filednd.nbm
"Pomodoro Timer" [1] plugin also affected. The direct download link [2] is available though. [1] http://plugins.netbeans.org/PluginPortal/faces/PluginDetailPage.jsp?pluginid=32349 [2] http://plugins.netbeans.org/nbpluginportal/files/nbms/1283202966177_pomodoro-timerv0.1.nbm
"Close All Projects" [1] plugin also affected [1] http://plugins.netbeans.org/PluginPortal/faces/PluginDetailPage.jsp?pluginid=37135 Direct link to it: http://plugins.netbeans.org/nbpluginportal/files/nbms/1299701722076_org-smg-oneclickplugin.nbm
Good news is that this bug will be soon fixed by Plugin Portal 2.0 [1]. [1] http://services.netbeans.org/pluginportal-2.0
