Have a clean user dir and php distro. Create new php project. Over the project invoke New file action. No PHP file is offered directly. Only html, xhtml and css. If you want to create a php file, you have to go to Others -> PHP.

I think, this is regression.

This is a clear regression and so it should be translated to NB 6.9 clone. Moreover the fix is very simple.
