I took a EditorCookie, then a Document. Into the Document I inserted a text including encoding meta data. Finally I saved it using saveDocument(). If looks that it is saved in a platform default encoding instead of declared one.
Does it make sense to parse HTML in order to get your encoding? I would say that it is an advanced feature and there is not big demand for it.
Ask your question Japanese users. This is typical I18N issue.
