That is likely the issue. Currently installation is only possible to the main drive, and NetBeans is always installed at /Applications/NetBeans/ Could you please try to install it at HD1? After installation you can move "NetBeans 6.8.app" (from /Applications/NetBeans/) anywhere you like.
