I inserted signs before and behind the localizable strings in
any "Bundle.properties" files, and run.
But, signs were not indicated with some strings. 

The string which shows in the attached screen shot,
it has the possibility that, it isn't stored in the
"Bundle.properties" file.

Please investigate it.

To reproduce: 
	- Select [Tools] - [Options] in Main Menu.
		[Options] Window are appered.
	- Expand that ...
		[Options] - [IDE Configuration] - [System]

Closing as WORKSFORME. Note this is very similar to 18595.

I've tested the problem for jarpackager. The localizing bundle for the
jarpackager's manifest file is

editor/src/org/netbeans/modules/jarpackager/Bundle.properties

I've added "xx" before and "yy" after the original value of the

OpenIDE-Module-Name=xxEditoryy

in the Bundle.properties and the modified string correctly appeared in
the running IDE.

I noticed there was not a OpenIDE-Module-Name key in Bundle_ja.properties.
