Created in response to bug 153331. Some (t_h, jglick) believe that the best fix for project UI regression would be to:

I think comment #6 (when the flag is true) is the most promising compromise
solution, that would work well in most cases without the user needing to know
to do anything special.

Where comment #6 is:

What about searching all prefix matches first and then substring matches? I
mean substring match would be selected only
if you cycle through all prefix matches (via up/down) or if no prefix match
exists.

I have no plans to implement this enhancement.

I don't understand why this enhancement should not have been created. Clearly the user bug is in projects ui and there is just enhancement for explorer API. But if you implement bug 153331, I don't care.
