As part of actions API it is necessary to design general enough and easy to
compute framework for checking of enabled/disabled state of action proxies
registered in XML layers.

For this to be implemented effectively we need a way how to find out
whether a class is loaded in VM or not - issue 18324

The design seems to be complete, so Dafe, you should try to implement
it and find hidden problems.
