Change a doc/compiler/execution/debugger capability of a Generic VCS filesystem
and restart the IDE.
The capability will be reset back to the default one after the restart.

Also the capability is not inherited from 3.2.1 and older projects.

Increasing to P2, since it's user data loss.

Fixed in the main trunk and release33 branch.
Marking as a candidate for 3.3.0.

Cool, verified in development build #200112040330 of NetBeans 3.3.1. 
I'm gonna verify the fix also in tomorrow's RC2 of NetBeans 3.3.

Resolved for 3.4.x or earlier, no new info since then -> closing.
