I compiled a file and looked at the 'Output Window (Compiler)' - it has
scrollbars (V & H), although there's only one short line there, so there's
no need for them.

I"m not going to give this that much priority because
a) the scrollbars don't harm anything.
b) The resizing code in Term is pretty complex so I want to revisit
this when I
have a faily open chunk of time. The last chunk I had I spent it
non-latin characters working.
FWIW, I think the JLF guidelines suggest the vertical scrollbar
should always be shown.
If you place text in a scroll pane, ensure that the vertical
scrollbar is always there and provide a horizontal scrollbar only as
needed. This is not the default behavior of scroll panes.
