Please allow creation of library descriptors with "Tools/Library Manager" relative to ${netbeans.home} (e.g. to reference Visual API etc.) and other useful directories.

Otherwise, module references like Visual API will always break (using daily builds, which is also important for NetCAT!).

Use can do it by hand by using nbinst protocol in the library definition.
We can try to use it automatically when you choose a jar from active platform, we will see who will complain.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
