Currently, the OpenAPI support help item appears above Core IDE Help in the help 
menu. Probably should appear with other module help in the divider below Core 
IDE Help.

Are you using the dev version of apisupport? It works fine for me:

The 2.7 release will not do this because it was designed for NB 3.2
which does not permit JavaHelp from layers -> order cannot be
controlled.

Sorry. I picked it up through auto update, so it is probably the 3.2 
version I was using.
