In the zh-cn version, the URL of upgrade center is : http://updates.netbeans.org/netbeans/updates/6.8/uc/final/stable/catalog_zh_CN.xml.gz. This file is not exists on the server.

I added the URL : http://updates.netbeans.org/netbeans/updates/6.8/uc/final/stable/catalog.xml.gz to the upgrade center. Then every thing is OK now.
