Regarding issues on BugZilla, click on "View attachment" should show attachment in html browser for _view_ purpose, instead of opening download dialogue.

I do not have Admin privileges any more, so reassign to kenai team.

All BZ param file changes need to be coordinated w/ Kenai team.  The rest such as keyword and etc can be done w/ BZ admin accounts by NB Team.  Marked this duplicated as 176417.
