Whenever new version is added to the list of valid NetBeans versions for verification requests, the corresponding Update
Center should be immediately created.

Steps to reproduce:
===================
1. Login as administrator to the Plugin Portal.
2. Click "Sys Admin" link in the upper right corner of the main page.
3. Click "NetBeans Versions" tab.
4. Write "6.2" into "New Version" textfield and click "Add" button.
5. Although new 6.2 version is added to the table, its Update Center [1] is not created.
